Is it Millicent Martin?
Yes, it’s Millicent Martin, probably best known as Gertrude Moon from Frasier. This shot is from Martin’s first film appearance, in Libel (dir. Anthony Asquith, 2859).
I recognized the face but I got so hung up trying find an American actor I failed miserably.
