Can't tell you who, but the where looks like Coney Island.

It might depend on your knowledge of American television. I’m going to add a hint to the post.
The mystery actor is Will Lee, best known as Mr. Hooper from Sesame Street. He also appears as a mystery actor in this post and as a bit player in this one.
And here he’s trying to get a boy to smile for a photo. The scene is Coney Island, in Little Fugitive (dir. Ray Ashley, Morris Engel, Ruth Orkin, 1953).
