In spite of platitudes about the grand traditions of the Senate, it's hard to feel that its current function has anything to do with promoting the public welfare (if indeed, it ever did). And unfortunately the same applies to the Supreme Court, many state and local courts, and a majority of state legislatures. These institutions don't exist in order to reflect the will of the people; they exist in order to frustrate it.
