I'm thrown off more by anyone who isn't dressed in a t-shirt and yoga pants, wearing a baseball cap, etc. Even business casual seems too dressy for many. I've seen a few people I wanted to ask, "You do know you're visible to others, right?" And I'm a fan of casual.
I’ve been told of workplaces where men consider a tucked-in shirt too stuffy.
