In the Oval Office, the president of the United States speaks with the president of El Salvador and pitches the construction of a gulag:

I believe at one point he included people who damage Teslas as the kind of people to send to the torture prisons... along with men who hit grannies with baseball bats or push people in front of subway trains.
I recall a promise of twenty-year sentences for those who damage Teslas.
