The key word is we. Alone, I have had at least one "warm fuzzy" from seeing someone I knew in his car, I still remember the exact crosswalk.

When I am part of a "we" I look at nature and buildings and our surroundings, sure, but it might be rude to look at things (windshields) the other can't see, or for people the other can't know. And, come to think of it, if I'm in the bar with a platonic lady friend, I don't lean to check out any woman.

We see so few people on foot — it’s mostly cars. The windshield seems to me similar to sunglasses, giving a kind of anonymity to the person behind it, or them. But many people in cars wave to us, and we wave back. I often have no idea who’s waving to us.
