I think they mean unofficial.
But as Elaine said, official is the new unofficial.

Except in the Northeast where the 4th of July was the unofficial start of summer. Classes often went until the middle of June so Memorial Day wasn't a big deal.
June could also be a little chilly like it is in the Midwest right now.
Obviously some people don't know their seasons anymore if they consider Memorial Day the first day of summer!

@Kirsten: Living by the college semester, I have long thought of the day after turning in final grades as the first day of summer. Not too early, given that the spring semester begins in January. : )
