The sing-song voice is so very odd. So child-like. So stunted.
He sounds to me like a cranky elder in a Seinfeld episode: “So first I had to go the BUTCHER. And then I had to go to the CARD shop. And then I had to pay the WATER bill. And then I had to go back to the butcher, because they forgot to put in the STEW beef.” (I made that up — not from a real episode.)
