Yeah, I realized that this week as well. My husband, who is rather good at this, found some information -that it is a known problem, and there is a lot of call for them to fix it. Whether or not they actually are working on it is another question.
Yes, it’s in the Blogger Help Forum (a self-help forum, at least most of the time).
It’s telling that Google’s new “No CAPTCHA reCAPTCHA” is not yet available in Blogger. Google, where’s the love?
I'm surprised that Blogger is still around, given Google's propensity for dumping stuff that someone believes is no longer sexy (e.g., Reader). I wonder about the future of Google+ since it's not exactly taking the world by storm.
Should also mention that the Picasa photo site, whose interface is much easier to grasp than Google+ for photos, has a copyright date of 2011.
The last post on Google’s Blogger Buzz blog is from February 2014. There were six posts in all of 2013. I don’t know about 2011.

Just discovered: if you’re signed in, you don’t need to type the CAPTCHA to prove you’re not a robot.
It's been a big gamble, and since Picasa redirects there (and has that 2011 copyright date), even more eggs have been put into that basket.
