This isn't quite comparable, but I think it's on topic: in Gov. Rick Scott's Florida, where would-be welfare recipients must now endure drug testing to receive their benefits, only 2% of applicants have tested positive. According to the Tampa Tribune, that's a little more than six percentage points below the national average, and it will cost the state in reimbursements almost exactly what Florida will save by denying benefits to drug users. Sigh.
