The word needed: rallying . To rail is “to revile or scold in harsh, insolent, or abusive language” (Merriam-Webster).

On the other hand, who knows what he says in the smoke-filled back rooms of political club houses?
In the slang of my misspent early 20's in Las Vegas, "rail" was also a transitive verb. To rail someone was to engage in sexual intercourse, vigorously, with someone, as in, to bang, or to pork, etc., etc. I am relieved to report my awareness of objectifying language (because in this particular circle, it was always a "chick" or "girl" getting railed) has improved.
But in any event, "rail," when one interprets this article in light of the slang of my mouth-breathing cohort of the late 1980's, is all too evocative of Bill's pre-post-presidential (sure, why not?) peccadilloes.
Yes, I wonder what he says when the mic is off. I didn’t know there was more to the word. I guess Bill has engaged in railing of all sorts through the years.
So all this time, he hasn't been an unfaithful hedonist, but instead he's been "railing" for her. How thoughtful of him. I'm not sure how that translates into votes, unless they're all comely electoral college delegates.
Ha. He was in Peoria tonight, perhaps playing.
Ha, indeed. We're going to get a lot of snarky, political humor out of that reporter's mis-speak, I can tell! Poor Bill, to have worked as hard as he did to do good and leave an honorable Presidential legacy, only to have become a buffoon trailing in his wife's shadow.
